Evelyn Racette
President / Secretary
Evelyn Racette has been a Scottsdale Resident for 4.5 years. Prior to living full time in Scottsdale, Evie served as the City Manager of Pinetop-Lakeside, Fort Atkinson, Wisconsin, and the City Administrator in Prairie City, Iowa. In each of those positions, Evie worked hard to create sustainable growth through economic development and financing for new businesses and companies to locate in the community. She currently works as an instructor at Grand Canyon University specializing in teaching Public Administration as well as State and Local government.

Eloy Yndigoyen
Vice President / Treasurer
Eloy Yndigoyen has been a Scottsdale resident for 4 years and currently is CFO/COO and Head of E-Commerce for Spread The Love Foods, an all natural nut butter brand. Prior to joining Spread The Love he was a strategy consultant for financial institutions. He has served on the IDA Board since May of 2019 and as Treasurer since September 2019. Eloy earned his MBA from the University of Southern California and his BS from the University of Maryland at College Park. He resides in Scottsdale, AZ.

Jeffrey Greene
Jeff Greene is a past business President and Senior Operations Vice President at 3 corporations and 5 different divisions. He is a past Board Member of the Shanghai-Foxboro Corporation. Jeff has held senior leadership roles in the Americas, Europe and Asia, with AlliedSignal/Honeywell, Raytheon, Flowserve, Invensys, Ingersoll Rand and Trane Technologies.
He is a long-term resident of Scottsdale and the Valley, with am MBA from Arizona State University. Jeff graduated from the US Military Academy at West Point and served on active duty and in the Army Reserves for 22 years before honorable discharge.

David Hyde
David Hyde is the AZ Mortgage Lending Manager for BOK Financial. David has been in the Banking and Mortgage Finance industry the entire of his tenure in Arizona. He is a resident and has worked in Scottsdale for much of the 36 years he has lived in the Valley of the Sun, with his wife Grace.

Ethan KNowlDEN
Ethan Knowlden is a lawyer and business development executive. From 2018 until his retirement in 2023, he was employed by Medicines360, a nonprofit pharmaceutical company, where he served as General Counsel. In 2017, Mr. Knowlden served as General Counsel of Accela, Inc. He served in this same capacity for Complete Genomics, Inc., from 2013 to 2016. From 2000 to 2012, Mr. Knowlden was employed in various capacities at Novartis Vaccines and Diagnostics, Inc. and its predecessor, rising to Vice President of Business Development and Licensing. Mr. Knowlden began his career as a Financial Analyst with The First Boston Corporation. He received his B.A. from Wesleyan University and his J.D. from the University of Virginia. Mr. Knowlden also serves as a Board Member of the Arizona Housing Coalition.

Thomas Williams
Thomas Williams received his undergraduate degree from the University of Iowa in General Studies, Political Science & Secondary Education, and his MS & PhD in School Leadership from Iowa State University. He has forty one years of experience in public education as a teacher, administrator & superintendent in Iowa & Missouri. H has served on many non public & public boards, and received many awards at the local and state level for leadership. Mr. Williams is retired and lives in North Scottsdale with his wife Chris.
